Dear Officials,

I am a Taylor County resident writing in opposition to the Florida Department of Environmental Protection’s draft permit for Foley Cellulose LLC, which I received via the public notice published on January 23, 2026.

Your draft permit claims that it is “in the public interest” to let Georgia-Pacific dump 5,000,000 gallons of wastewater per day into the Fenholloway River, per Chapter 403, F.S.

Here’s how you arrived at that conclusion:

1. You stated that "the project contributes substantially to the local and regional economy." This is false. The mill is closed. Georgia-Pacific is no longer a major employer here, and the dumping of its wastewater into our river does not in any way serve the public interest.

2. You also claimed that this project will maintain “public access, recreation, and aesthetic values of the Fenholloway River.” You should be well aware that wastewater from the mill has destroyed the Fenholloway’s capacity for each of these three uses. The same thing will happen again if this project moves forward.

Since the dumping stopped, we have finally started to see signs of life in the Fenholloway. 
I hope that you will stand with the people of Taylor County rather than a corporation that abandoned them.

To better discuss the concerns above, I am formally requesting that you hold a public meeting in Taylor County.
